The Housing Asset Work Lead (Community & Economic Development IV) is responsible for overseeing compliance monitoring for projects receiving financial assistance from various federal and state funding sources. This role involves analyzing, negotiating, advising, training, and managing a portfolio of housing projects to ensure they meet compliance standards and contribute to the mission of providing safe, decent, and affordable housing to low and moderate-income residents in Colorado.
Responsibilities
 Lead compliance team members in compliance monitoring, assigning tasks and monitoring work schedules.

 Develop and plan on-site monitoring reviews to detect agency violations and failures in compliance.

 Analyze contractor financial control and management systems for compliance with HUD and OMB requirements.

 Write compliance monitoring letters and review contractor responses for adherence to regulations.

 Review contract files to ensure completeness and accuracy before handoff to Housing Development Specialists.

 Follow up on missing or insufficient quality documents with Housing Development Specialists or grantees.
,
 Ensure compliance with all contractual requirements throughout the contract term.
,
 Generate option letters and initiate contract amendments as needed.
,
 Review contractor performance reports to assess project status and compliance.
,
 Release DOH funds based on project performance reports and reimbursement requests.
,
 Provide technical assistance to state contractors in using funding resources and conducting housing needs assessments.
Requirements
 Seven years of experience with federal housing assistance programs, grant management, or affordable housing consulting.

 A combination of related education and experience equaling seven years in business management, public administration, housing, or related fields.

 Ability to interpret federal and state regulations and read financial statements.
,
 Strong attention to detail, critical thinking, and teamwork orientation.
,
 Proficiency in Microsoft Office Suite, particularly Excel and Word.
Nice-to-haves
 Experience as a permanent State of Colorado employee in housing resources.

 Knowledge of federal and state housing programs.

 Contract management or monitoring experience.
,
 Experience providing technical assistance regarding program guidelines.
