The South Carolina Department of Health and Human Services is seeking an experienced IT Healthcare Consultant specializing in Quality Assurance, particularly with advanced testing capabilities for projects involving IBM Curam software. This role is critical in ensuring the reliability and stability of software applications used within the healthcare sector. The consultant will be responsible for performing comprehensive tests on technical solutions, initiating tests, analyzing results, and troubleshooting technical problems. The position requires the development of test plans, as well as QA and User Acceptance Testing processes, to support product management and software development teams effectively. In this role, the consultant will design and support user interface testing applications and regression testing software. They will implement testing programs that ensure quality assurance on technical applications, including negative testing and usability assessments. The consultant will lead projects aimed at performing quality assessments that expose security flaws, reveal defects, and identify areas for optimization. Additionally, they will design and run automated testing scripts, create quality assurance documentation and reports, and adhere to established software testing governance policies, best practices, and guidelines while recommending improvements. Collaboration is key in this position, as the consultant will coordinate with product development teams and software engineers to recommend solutions that maximize performance and efficiency. They will also perform reviews, walkthroughs, or inspections to ensure adherence to established governance standards. This position is anticipated to start on September 27, 2024, and offers a remote work availability of 25%.
Responsibilities
 Perform tests on technical solutions to isolate and solve issues.

 Initiate tests, analyze results, and find solutions to technical problems.

 Develop test plans, QA and/or User Acceptance Testing processes and test cases for product management and software development teams.

 Maintain a database with product defects, user reviews, survey information, and functional improvements.

 Coordinate with product development teams and software engineers to recommend solutions to maximize performance and efficiency.

 Perform reviews, walkthroughs, or inspections and adhere to established governance standards.
Requirements
 3 years translating business requirements or policy documentation into test cases and scenarios.
,
 3 years building test cases and scenarios into test systems.
,
 2 years of experience testing IBM Curam software.
,
 Document and support development of test scenarios/cases and the execution of testing activities.
,
 Ability to communicate and publish status reports of all open issues and gaps found during the test phase and articulate the details to the Development teams.
Nice-to-haves
 5+ years large enterprise or e-business systems experience.

 Deep knowledge of healthcare operations (preferably Medicaid), business processes.

 Proficient in Atlassian tool suite including JIRA and Confluence.

 Prior experience working in a standard SDLC (waterfall methodology) & in an AGILE delivery.
