The Youth & Young Adult (YYA) Data Manager serves as senior level analyst and the youth homelessness data lead. This position is responsible for oversight of youth homelessness data strategies including ensuring that appropriate system configuration, data collection, and data elements are in place to evaluate the performance of Office of Homeless Youth (OHY) funded programs. This position is also responsible for technical assistance, reporting, data coaching and support to youth and young adult (YYA) focused community-based special initiatives in the Balance of State Region, such as the Anchor Communities Initiative (ACI) and the Youth Homelessness Demonstration Grant (YHDP). Additionally, this position provides senior level data analysis and produces reports and research materials in response to internal and external data requests and to meet legislative reporting requirements.

The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.

This position resides within the Data & Performance Unit (DPU) of the Housing Division (HD) and is responsible for large scale system-wide initiatives related to homelessness and housing data systems, analysis, research, evaluation, and technical assistance. DPU teams work to support communities by:
• Strengthening data collection methods
• Safeguarding the privacy and security of protected data
• Improving data quality and data literacy
• Producing actionable and accessible analysis
• Evaluating performance and disparities
• Providing technical assistance to strengthen responses to homelessness and housing crisis

Duties

Here are some of the duties of the Youth & Young Adult (YYA) Data Manager.

Youth Homelessness Data Lead
• Oversee youth homelessness data strategies; maintain current and comprehensive knowledge of various data and evaluation initiatives associated with youth homelessness.
• Ensure that appropriate system configuration, data collection, and data elements are in place to evaluate the performance of Office of Homeless Youth (OHY) funded programs.
• Oversee and maintain an up-to-date and accurate Youth and Young Adult (YYA) project inventory.
• Provide senior level consultation on methods and processes to resolve complex study questions and data management challenges.
• Serve as the data liaison between the Data & Performance (DPU) unit and the Office of Homeless Youth (OHY).
• Participate in state-wide data, research and evaluation initiatives in partnership with OHY, other state agencies and external stakeholders associated with youth homelessness.
• Provide direction and recommendations on Office of Homeless Youth (OHY) work plans, ensuring data strategies are in line with overall goals and capabilities.

Community Based Data Initiatives
• Provide Homeless Management Information System (HMIS) technical assistance, reporting, data coaching and support to youth and young adult (YYA) focused community-based special initiatives in the Balance of State Region, such as the Anchor Communities Initiative (ACI) and the Youth Homelessness Demonstration Grant (YHDP)
• Provide senior level analysis to identify data collection and reporting methods and processes which will resolve complex issues that have broad potential impact on youth homelessness.
• Identify and implements solutions to address technology gaps, HMIS training needs, improve data quality, capacity and literacy.
• Provide leadership to community based data staff and teams to develop and continuously improve reporting capability and other data infrastructure to ensure accurate, consistent and actionable data.

Data Analysis, Reporting and Visualization
• Provide senior level data analysis and produce reports and research materials such as tables, presentations, and other materials in response to internal and external data requests and to meet legislative reporting requirements.
• Prepare exports in Pentaho and Looker and Clarity HMIS and makes interpretations.
• Produce interactive tables, charts, graphs, statistical reports and visualizations in Tableau. An example of expected results from this position can be found here:
• Ensure that all data products meet professional standards of analysis, writing, editing and visual presentation, and meet publication requirements of DPU and Commerce.
• Develop appropriately rigorous statistical and analytical strategies that are achievable within available resources and appropriate to the availability of datasets and intent of assignment.
• Participate in meetings to assist in developing research methodology.
• Represent Commerce at professional, local, state and regional meetings.

Qualifications

Required Qualifications: • Bachelor's degree AND three years of professional experience in community, trade and economic development with a focus in data management, data analysis, data visualization or a related field. • If the applicant/incumbent does not have a Bachelor's Degree, seven years of professional experience, or seven years total of a combination of higher education and professional experience as described. • A graduate or advanced degree may substitute for one year of the required professional experience. • Experience in quantitative data collection, statistical analysis, and/or data visualization • Experience in developing and testing data set queries using “IF”, “AND” and “OR” logic operators • Collaborative team member that values diversity and can work effectively and positively with individuals of diverse cultural and socioeconomic backgrounds with an understanding of power, privilege and inequity.

Ability to apply an equity lens to evaluation and planning efforts. • Strong writing and oral communication skills. • High personal motivation, self-management, and detail-orientation. • Ability to take responsibility in meeting deadlines and making progress without direct supervision. • Knowledge of and experience with research methods and statistical analysis. • Ability to work diplomatically, professionally, and in a non-partisan manner. • Knowledge of best practices and strategies to deliver high quality services to homeless or at-risk youth and young adults. • Knowledge gained from lived experience being assisted by a homeless housing or other social service program. • Master's level coursework in advanced research methods and statistical analysis • Experience in using Tableau®, Looker®, or similar visualization software • Experience in using Pentaho® or similar report design software

Work From Anywhere In Washington State

This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instructions. Many Commerce employees work remotely or have a hybrid schedule. However, it is anticipated that interviews for this position will be held using virtual videoconferencing. You will work with your supervisor to identify an appropriate work schedule and balance, including telework and reporting to a duty station for work activities, if needed.
